What to Expect on Your Ballot
Early Voting: Oct. 23 – Nov. 3 | Election Day: Nov. 7
When you read your ballot you will see statements regarding an “increase” in the tax rate. The language regarding an increase is required by the state of Texas for all school districts to include on the ballot. Despite that requirement, LISD’s total tax RATE will be 10.6 cents less than the 2023 tax rate, even if all props pass.

PROP A: VATRE
The Ballot Will Read:
Ratifying the ad valorem tax rate of $1.1301 per $100 valuation in Lewisville Independent School District for the current year, a rate that will result in an increase of -3.6 percent in maintenance and operations tax revenue for the district for the current year as compared to the preceding year, which is an additional $-14,676,410.
Summary:
The VATRE would generate $37.5M in additional funding annually and would allow the district to sustain competitive pay for staff, and maintain student instructional and extracurricular opportunities and programs of choice.

PROP B: GENERAL
The Ballot Will Read:
The issuance of $960,577,000 of bonds by the Lewisville Independent School District for school facilities consisting of safety and security infrastructure and technology; campus and facility upgrades and renovations; replacement of the transportation center; and the purchase of school buses and vehicles and levying the tax in payment thereof. This is a property tax increase.
Summary:
Prop B includes maintenance, repairs and renovations to LISD campuses and facilities, including safety and security equipment and technology; replacement of the Purnell Transportation Center; fine arts instrument replacements and facility renovations; and the purchase of school buses.

PROP C: TECHNOLOGY
The Ballot Will Read:
The issuance of $69,600,000 of bonds (with a maximum maturity of five years) by the Lewisville Independent School District for instructional technology and levying the tax in payment thereof. This is a property tax increase.
Summary:
Update and purchase instructional technology equipment including instructional learning devices and enterprise systems, such as Student Information Systems and Enterprise Resource Planning systems that manage and secure student and staff data.

PROP D: ATHLETICS & RECREATION
The Ballot Will Read:
The issuance of $31,376,000 of bonds by the Lewisville Independent School District for athletics facilities consisting of locker rooms and field house; tennis courts; baseball / softball facilities; and concession areas and levying the tax in payment thereof. This is a property tax increase.
Summary:
Maintenance, repairs and renovations at athletics facilities including locker rooms and field houses; tennis courts; baseball and softball facilities; and concession areas.

PROP E: AQUATIC CENTERS
The Ballot Will Read:
The issuance of $16,250,000 of bonds by the Lewisville Independent School District for improvements to the Eastside Aquatic Center and Westside Aquatic Center and levying the tax in payment thereof. This is a property tax increase.
Summary:
Maintenance, repairs and renovations at LISD’s Eastside and Westside Aquatic centers, which are home to our high school swim and dive teams, and are used for the practice and competition of UIL swimming and diving. LISD Aquatic centers are also used by second grade classes for water safety instruction, and are open to the community for lap swim, swimming lessons, birthday parties and club sports such as synchronized swimming, water polo, and youth swim clubs. These facilities are in constant use by the community and LISD and are a source of revenue for the district.

PROP F: STADIUMS
The Ballot Will Read:
The issuance of $19,999,000 of bonds by the Lewisville Independent School District for stadium improvements at Hebron High School, Flower Mound High School, The Colony High School, Marcus High School and Lewisville High School and levying the tax in payment thereof. This is a property tax increase.
Summary:
Maintenance, repairs and renovations to all five high school stadiums. LISD is one of the few ISDs in Texas that has five full competition level campus-based stadiums. Stadiums are used for football games, track & field, soccer, band, drill team and community events.

PROP G: INDOOR MULTIPURPOSE FACILITIES
The Ballot Will Read:
The issuance of $131,818,000 of bonds by the Lewisville Independent School District for multi- purpose indoor athletics facilities at Hebron High School, Flower Mound High School, The Colony High School, Marcus High School and Lewisville High School and levying the tax in payment thereof. This is a property tax increase
Summary:
An Indoor Multipurpose Facility is an enclosed and climate controlled facility that contains a 100-yard turf field and can be used for practice and training for student athletics and fine arts programs, as well as for physical education classes, ROTC and special events. If approved, Proposition G will provide funds for a 100-yard Indoor Multi-Purpose Facility at each LISD High School.
Also on the Ballot: Constitutional Amendments
Fourteen Constitutional Amendments are on the ballot for all Texans. A complete explanation of each amendment is available on the Texas Secretary of State’s website. Some LISD Voters may have local races on their ballots such as city or town council.
Prop 4: Homestead Exemption
The November ballot will also have a Constitutional Amendment proposing to raise the Homestead Exemption from $40,000 to $100,000, which will provide tax relief for homeowners across the state who apply for the exemption for their primary residence.
Prop 9: Retired Teachers
This proposition would provide a one-time cost-of-living adjustment to individuals receiving monthly death or retirement annuity benefits under the Teacher Retirement System of Texas (TRS).
